Standard Contractual Provisions for Federally Funded Procurements
Vendors supplying CATA with goods and services agree to comply with the terms and conditions as set forth herein. In addition, vendors agree to comply with the applicable federal provisions. In accordance with CATA policy and in compliance with the federal regulations, the Standard Federal Requirements apply to purchase orders, contracts, and procurements of any amount funded in whole or in part with federal funds.
Notice of Proposed DBE Goal for Federal FY2023/2024 - 2025/2026

The Centre Area Transportation Authority proposed an overall DBE goal for the federal fiscal years beginning 10/1/2023 and ending 9/30/2026 is 0.39% of federal expenditures. The goal and rationale have been developed according to the Federal Transit Administration’s DBE program and are available for review for 30 calendar days from the date of this notice. Comments will be accepted for 45 calendars from the same date. Comments, requests to review or obtain copies of the proposed goal and rationale, or requests by firm for DBE certification should be addressed to:

REQUEST FOR QUOTE - BUS BATTERIES
You are hereby invited to submit a quote for Bus Batteries. This document specifies information required to submit a quote and explains the selection process and required documentation for submitting qualifications for this project.
All quotes must be received by CATA no later than Thursday, June 25, 2026 at 3pm (EST).

Solicitation documents are available at no cost on PennBid (https://pennbid.net) When two or more firms desire to submit a single quote in response to this RFQ, they should do so on a prime-subcontractor basis rather than as a joint venture.
All applicable federal and state regulations and requirements, including but not limited to third-party contracting provisions, apply to this solicitation
All questions or requests for clarification must be received via the “Clarifications” feature in PennBid no later than 3:00 p.m. (EST) on Tuesday, June 16, 2026. Questions will be publicly answered on the PennBid clarifications page.
Quotes will be accepted electronically via PennBid until 3:00 p.m. (EST) on Thursday, June 25, 2026. Quotes received by any other means, or after this date and time will not be considered. All quotes must remain in effect for ninety (90) calendar days from the closing date.
CATA reserves the right to reject any quotes as it deems to be in its own best interests.
*Disadvantaged Business Enterprises are encouraged to submit bids. If you are a DBE certified under the Pennsylvania Unified Certification Program, please include copies of your current certification with your quote.
*All proposals are considered public record upon award. Bidders are encouraged to indicate any proprietary or confidential information on proposal documentation.

You are hereby invited to submit a quote for Active Shooter Training. This document specifies information required to submit a quote and explains the selection process and required documentation for submitting qualifications for this project.
