CATA Public Hearing on proposed fare increase and service changes - Monday, June 26, 2017

CATA’s Board of Directors will host a public hearing on Monday, June 26, 2017, at 5:00 p.m., immediately following the regular monthly meeting of its board of directors, in the Borough Council Chamber of the State College Municipal Building, 243 South Allen Street, State College.

This Public Hearing will seek comment on a proposed increase in CATABUS and CATARIDE service fares to take effect on Tuesday, August 1, and proposed service changes to take place August 19, with the start of full service.

June 26 Public Hearing agenda

CATABUS

Under the fare proposal, cash fare for a one-way trip on the CATABUS system would increase from $1.75 to $2.00 (Reduced Fare from $.85 to $1.00).  One-month OnePasses would increase from $69.00 to $79.00, and four-month passes would increase from $268.00 to $309.00.  The cost for tokens would increase to $2.00 each or $39.00 per roll of 20.  The cost for Reduced Fare tokens would increase to $1.00 each or $20.00 per roll of 20.

Also under the proposal, Family Passes would be phased out from the existing fare options in favor of the less expensive Youth Passes and CATA would begin offering $6 Day Passes via a mobile ticketing pilot project, to be announced shortly.

Proposed CATABUS Community Service Changes Effective Saturday August 19, 2017

HP Toftrees/Scenery Park:
• The HP has been experiencing chronic schedule adherence issues due to delays associated with increased traffic and ridership. To try and improve on time performance while preserving the current operating frequency, the north end of the route, between Geisinger Gray's Woods and Waddle Road, will change to a loop. The inbound trips leaving Geisinger Gray's Woods will now travel US322/I99 back to Waddle Road instead of traveling back along North Atherton and back through the Colonnade.

New HP Toftrees/Scenery Park schedule effective Saturday August 19, 2017
(w/proposed changes highlighted)

M Nittany Mall:
Changes were made to the M, XB and XG Route three years ago in preparation for the opening of The Villas at Happy Valley. M Route service was expanded as part of those changes and, after three years weekday ridership during the middle of the day, has not met projections. Thus, some of M route trips that were added back then will be eliminated, while others will be changed to operate year-round. Sunday service though is being expanded in response to growth in ridership and demand for earlier service.

• The five shaded weekday midday trips that currently only operate during Full Service (PSU Fall & Spring Semesters) will be unshaded and will now operate year-round
• The four trips in between those five weekday shaded trips will be eliminated. (The XB and XG routes provide service between the Nittany Mall and campus/downtown during a couple of those time same time slots.)
• The 11:22 p.m. outbound trip will end at the Villas at Happy Valley stop on Fridays in Full Service just like it does Monday - Thursday.
• The 12:05 a.m. his trip, which only operates on Fridays in Full Service, will be eliminated.
• Sunday Service will now start at the same time as Saturday; 6:40 a.m. - three hours earlier than it current does (9:57 a.m.)

New M Nittany Mall schedule effective Saturday August 19, 2017
(w/proposed changes highlighted)

RC Waupelani/Campus:
In January 2017 service was extended out West Whitehall Road to Cato Park connecting the two South Hills School campuses and providing a more frequent and direct connection between campus and the Cato Park destinations. Based on our experience during Spring Semester 2017, two changes are proposed for this August:

• The last inbound RC trip will be eliminated (7:00 p.m.)
• All of the timetable departures have been adjusted by a few minutes. The change will also align the RC better with the R Route allowing inbound trips to depart a few minutes ahead of the R, similar to how the express service operates in the Vairo Blvd and Martin Street corridors.

New RC Waupelani/Campus schedule effective Saturday August 19, 2017
(w/proposed changes highlighted)

VE Vairo Blvd. Express:
• All of the inbound timetable departures have been moved up two minutes..
• The one outbound bus that operated three minutes ahead of the other outbound bus will now operate together with that later bus.

New VE Vairo Blvd. Express schedule effective Saturday August 19, 2017
(w/proposed changes highlighted)

WE Havershire Blvd Express:
• All of the timetable departures have been moved back three minutes to better align with the W Route service.

(w/proposed changes highlighted)

XG Pleasant Gap:
• The outbound to the Mall & Pleasant Gap trip that currently starts at the Beaver Ave at Schlow Library & CATA Customer Serviced Center stop at 3:26 p.m. will now start at the Nittany Mall main entrance stop at the same time it currently leaves that stop (3:39 p.m.). Service from campus and downtown to the Mall will still be available via the XB (3:22 p.m. from Schlow) and M Route (3:25 p.m. from Schlow). Note that the 3:35 p.m. M trip from Schlow is planned to now operate year-round (see M Route changes).

Proposed CATABUS Campus Service Changes Effective Saturday August 19, 2017

Red Link:
• The Red Link has been experiencing chronic schedule adherence issues from delays associated with increased traffic and ridership. These issues are limited to weekdays during Fall and Spring semesters. Additional time has been added into the Full Service weekday schedule changing the current daytime 17 minute service frequency to every 20 minutes, and evening 23 minute service frequency to every 25 minutes.
• Service frequency will not change during Reduced Service weekdays or on weekends, however the specific departure times have been adjusted by a few minutes.

CATARIDE

A one-way trip on CATARIDE would increase from $3.00 per trip for persons 65 and over and qualifying persons with disabilities to $3.25 per trip.  Public fare for the program would increase from $20.00 per trip to $21.65.
