CATA JOB APPLICANT EVALUATION PROCESS

CATA has established processes and procedures to ensure that vacant positions are filled in a manner that ensures the best qualified applicant is hired. Therefore, the applicant review process will include one or more of the following: written, oral or performances tests, examinations, or interviews to determine an applicant’s potential for employment with the Authority. In addition to an evaluation of past experience and training, a criminal background and reference check, pre-employment drug screen and if the position requires, a pre-employment physical will be conducted at CATA’s expense.

 

CATA is currently recruiting for two director-level positions:
Director of Finance & Director of Transportation.

The Director of Finance position reports to the General Manager and serves on the Executive Management Team. The Director supervises five staff and is responsible for oversight of the Finance Division including development and implementation of financial policies, procedures and practices; revenue forecasting; revenue collections and compliance; debt management; and audit coordination activities. This person should be creative and set the strategic financial focus for the agency. Starting salary for this position is between $80,000 and $90,000.

The Director of Transportation position reports to the Assistant General Manager for Operations and participates as a member of the Executive Management Team. The Director supervises approximately 175 employees and directs the day-to-day operational oversight for the Transportation Division including development and implementation of policies, procedures, and practices, as well as activities related to fixed route bus transportation, bus and facility maintenance, project management of capital projects, and administration of the collective bargaining agreement. Starting salary for this position will be between $80,000 and $90,000.

Facilities Person (2nd or 3rd Shift)

Do you have an employment background that includes skills in the maintenance and repair of buildings and bus stop shelters? A proven strong work ethic, with good organizational skills and the ability to work with a diverse team, are just what we are looking for. This position requires flexibility, the aptitude to follow direction and the capability to perform a variety of physical, work-related tasks.

We are located in State College, PA just on the outskirts of the Pennsylvania State University campus. We are nearing completion of a major expansion of our facilities that will provide a state of the art working environment for our growing employee base.

As a Facilities Person at CATA, you will be working with a team of dedicated employees who are committed to providing excellent service to our staff and customers. Some pertinent responsibilities of the position are listed below.

• Clean and disinfect restrooms on a regular basis.
• Dust/wipe clean; tables, desks, base boards, light fixtures and HVAC vents etc.
• Routinely inspect and replenish paper towel, tissues and soap dispensers.
• Sweep and damp mop vinyl composition tile and other hard floors.
• Vacuum carpeted floors and entry mats including offices, hallways and communal spaces on a regular basis.
• Maintain building grounds, including weeding, mulching, trimming, mowing, snow removal and trash pickup.
• Perform periodic inspections and preventative maintenance on facility systems such as interior and exterior lighting, electrical, plumbing, gas detection, lubrication and other related equipment.
• Ability to lift and carry objects weighing up to 50 pounds and periodically up to 80 pounds with assistance. Required to bend, kneel, crouch, reach or climb ladders.

Service Person (2nd or 3rd Shift)

A proven strong work ethic, with good organizational skills and the ability to work with a diverse team, are just what we are looking for. This position requires flexibility, the aptitude to follow direction and the capability to perform a variety of physical, work-related tasks. Successful completion of CDL Class A with Passenger Endorsement training and testing will be required - CATA provides training and testing for the right person.

We are located in State College, PA just on the outskirts of the Pennsylvania State University campus. We are nearing completion of a major expansion of our facilities that will provide a state of the art working environment for our growing employee base.

As a Service Person at CATA, you will be working with a team of dedicated employees who are committed to providing excellent service to our staff and customers. Some pertinent responsibilities of the position are listed below.

• Assisting in performing general maintenance and repair of transit coaches, automobiles, and equipment; • Performs periodic maintenance on vehicles in conformance with manufacturer’s specifications and requirements;
• Inspects vehicles for damage and wear;
• Changes and repairs all sizes and types of tires;
• Does minor mechanical repairs and performs minor component replacement and repair;
• Makes service calls to repair and/or retrieve disabled vehicles;
• Works in conjunction with mechanics on major repairs;
• Performs Pennsylvania State vehicle inspections per vehicle code;
• Operates and qualifies on fuel dispensing equipment to include CNG, Diesel and Gas;

Mechanic II Position (2nd or 3rd Shift)

• Performs preventive maintenance and lubrication services per the manufacturer’s specs;
• Inspects vehicles for physical damages and mechanical shortcomings;
• Performs tune-ups on CNG and gasoline engines;
• Diagnoses and repairs brake systems, engine, transmission, rear differential, electrical and air system failures; **Cummins Insite and Detroit Diesel ProLink diagnostic experience desired
• Relines brakes;
• Repairs or replaces alternators and air conditioning components;
• Repairs and operates special tools and equipment used in the maintenance of transit coaches and support vehicles;
• Prepares work orders and other maintenance related documents;
• Performs body work such as patching, sanding, painting and bumping;
• Conducts road tests and goes on road calls to repair and/or retrieve disabled vehicles;
• Performs Pennsylvania State vehicle inspections per vehicle code;
• Performs related tasks as required.

Data Analyst

The Centre Area Transportation Authority is located in State College, Pennsylvania. Also known as “Happy Valley,” State College is a college town, dominated economically and demographically by the presence of The Pennsylvania State University, University Park campus; drawing more than 100,000 visitors for each of its home football games. The community offers a variety of amenities to residents and visitors, from quaint towns and historic sites to entertainment venues, cultural events, and outdoor recreation.

The Data Analyst position is a newly formed position which reports to the Director of Information Services and will develop and maintain the business intelligence systems, process improvement and performance metrics of the Authority. The position will be responsible for data integrity and identification of trends through the creation of performance improvement programs and performance metrics. The position will also support the Authority’s databases, working with a variety of staff and departments to maintain that data, and take a pivotal role in the creation of standard reporting and ad hoc data analysis.

The Data Analyst candidate must possess excellent judgment and professional ethics to work in a fast-paced environment. The individual must also be able to professionally communicate informed conclusions and recommend tactical strategies to a variety of people including staff, board members, and public officials.

Some pertinent responsibilities of the position are:

• Utilizes SQL, Excel, Access, GIS applications and other software or programming languages to model data and develop reports;
• Develops and maintains data for performance and general system reporting to both internal staff and external partners at the local, state and federal level;
• Performs routine data reporting, ad hoc data analysis and model data to determine root cause and/or project what-if scenarios;
• Assists in the generation of annual service plan documents, supporting both the Director of Information Services and the Scheduler;
• Organizes and manages multiple projects simultaneously;
• Possesses strong analytical skills including high proficiency in spreadsheet analysis;

Maintenance Trainer

The Maintenance Trainer is an Authority-wide position primarily responsible for the development, delivery and administration of maintenance training to maintenance staff. The training program will be aligned with supporting the individual growth, development and success of our fleet maintenance staff, improving overall group productivity and ensuring that as new bus technologies and sub-systems are introduced to fleets, that our staff is ready to properly maintain and repair them. Training mechanisms will be comprehensive and may include traditional instruction-led classroom training, self-directed computer-based training and hands-on training on sub-system training fixtures.
This position requires experience in the field of transportation and an individual with excellent judgment and professional ethics in a fast-paced, high pressure environment. This individual must be able to professionally communicate with a variety of people including employees, co-workers, vendors and federal and state officials.

Some pertinent responsibilities of the position are:

  1. • Conducts classroom and individualized training on all aspects of equipment and vehicle repair, testing and maintenance;
    • Provides hands-on demonstration in the repair and maintenance of various components of bus systems;
    • Prepares lesson plans, outlines and schedules
    • Develops detailed technical training and testing materials;
    • Serves as technical expert for troubleshooting maintenance problems;
    • Requires the ability to work independently – while simultaneously working in direct relationship with the Maintenance Manager to facilitate a positive interaction between training processes and employees;
    • Must be available to work varying hours consistent with service operations and training parameters;

Inventory Barcoder (Fixed Term Position)

The Inventory Barcoder at CATA is a full-time, project oriented, fixed term position expected to last four months in duration. Typical work hours will be 7:00am – 3:30pm with a 30-minute unpaid break – flexibility may be arranged for the right candidate. The position requires comfortable, closed toed shoes and casual attire that may get lightly soiled. Some pertinent responsibilities of the position are listed below.

• Match part numbers to corresponding barcoding tags;
• Organize parts;
• Create mapping system of part locations under the direction of the Inventory/Park Clerk;
• Perform related tasks as required;
• Must be capable of frequently standing, walking, stooping; frequently lifting, pushing, pulling up to 25lbs; occasionally lifting, pushing, pulling up to 50lbs
