CATA JOB APPLICANT EVALUATION PROCESS

CATA has established processes and procedures to ensure that vacant positions are filled in a manner that ensures the best qualified applicant is hired. CATA is currently recruiting for a Director of Transportation

The Director of Transportation position reports to the Assistant General Manager for Operations and participates as a member of the Executive Management Team. The Director supervises approximately 175 employees and directs the day-to-day operational oversight for the Transportation Division including development and implementation of policies, procedures, and practices, as well as activities related to fixed route bus transportation, bus and facility maintenance, project management of capital projects, and administration of the collective bargaining agreement. Starting salary for this position will be between $80,000 and $90,000.

The Centre Region (approx. pop. 93,000) is nestled in the Appalachian Mountains in Central Pennsylvania and is comprised of several municipalities, including the Borough of State College which has an approximate population of 42,000 and is the largest borough in the Commonwealth of Pennsylvania. Facilities Person (2nd or 3rd Shift)

This position requires flexibility, the aptitude to follow direction and the capability to perform a variety of physical, work-related tasks.

We are located in State College, PA just on the outskirts of the Pennsylvania State University campus. We are nearing completion of a major expansion of our facilities that will provide a state of the art working environment for our growing employee base.

As a Facilities Person at CATA, you will be working with a team of dedicated employees who are committed to providing excellent service to our staff and customers. Some pertinent responsibilities of the position are listed below.

• Clean and disinfect restrooms on a regular basis.
• Dust/wipe clean; tables, desks, base boards, light fixtures and HVAC vents etc.
• Routinely inspect and replenish paper towel, tissues and soap dispensers.
• Sweep and damp mop vinyl composition tile and other hard floors.
• Vacuum carpeted floors and entry mats including offices, hallways and communal spaces on a regular basis.
• Maintain building grounds, including weeding, mulching, trimming, mowing, snow removal and trash pickup.
• Perform periodic inspections and preventative maintenance on facility systems such as interior and exterior lighting, electrical, plumbing, gas detection, lubrication and other related equipment.
• Ability to lift and carry objects weighing up to 50 pounds and periodically up to 80 pounds with assistance. Required to bend, kneel, crouch, reach or climb ladders.

Dispatcher

As a Dispatcher at CATA, you will be working with a team of dedicated employees who are committed to providing excellent service to our staff and customers.

Some pertinent responsibilities of the position are listed below.

• Builds daily Bus Operator schedules and produces multiple revisions of the schedule, as Operator availability dictates, utilizing specialized proprietary software, while adhering to the scheduling process under the Collective Bargaining Agreement.
• Act as a communication liaison to ensure adherence to scheduled routes, provide route instructions, reroute Operators when necessary and assist Bus Operators in the resolution of challenges encountered en route.
• Conducts daily audits of all driver schedules to adjust allocation of hours for timekeeping and payroll accuracy.
• Utilizes two-way radio to communicate with Operators, and to respond to, and monitor radio transmissions.
• Coordinates bus switch-outs and driver relief, based on mechanical or personnel needs.
• Prepares route detours and information as needed; posts public messages regarding detours; redirects drivers due to traffic delays, road construction, and vehicle accidents; communicates pertinent information to Customer Service Center.
• Receives and responds to overflow and after hour calls for Customer Service Center.
• Communicates with emergency services and law enforcement related to disabled vehicles or accidents, public health or safety concerns and changing road conditions.
• Approves or denies drivers’ leave requests and allocates the use of paid time off, as outlined in the Collective Bargaining Agreement.
• Initiates the collaboration between the Maintenance Department and Operations Supervisors to resolve mechanical issues and optimize daily operations.
• Regular attendance is an essential function of this job.

Executive Assistant / Board Liaison

The Centre Area Transportation Authority, (CATA), a Joint Municipal Authority providing public transportation services in Centre County is currently recruiting for an Executive Assistant/Board Liaison who will be a member of the organization’s management team.

This candidate will provide upper level administrative support for executive and management staff and a board of directors, with a high degree of confidentiality and the ability to work with minimal supervision.  Must have highly developed and proven organizational skills of people, schedules, and projects.  Ability to utilize and develop systems, procedures and resources to efficiently produce accurate information, responses and results as needed by management staff. Demonstrated experience in note taking, creating minutes, and composing and editing detailed business documents with a keen eye for detail. This individual must have strong verbal and written communication skills with an emphasis in email correspondence.  Outstanding listening and reading skills that result in precise comprehension and retention of information and the aptitude to quickly and calmly adjust to changing priorities. 

Some pertinent responsibilities of the position are listed below.

• Providing administrative support for the General Manager and management staff.
• Managing all aspects of the CATA Board of Directors’ meetings, including regular, special, work sessions and the follow-up to those meetings, including the preparation of all minutes; coordinating orientation of new board members, and maintaining all records related to the Board of Directors.
• Arranging travel for all staff and board members, including registrations, overnight accommodations, and transportation.
• Preparing and coordinating accurate and timely publication and documentation of all required legal and public notices for meetings and audits of the Authority.
• Providing administrative support and information for the Board of Directors.
• Managing the Authority's record retention program.
• Managing onboarding process for new administrative staff.
• Managing on-time submission of required state and federal reports (PennDOT Act 44, FTA triennial review) and charter regulations, exceptions and other reports as needed.

Qualifications:

• Excellent computer skills required, including proficiency in Microsoft Office, Outlook and Excel.
• Bachelor’s degree and five years’ experience or equivalent combination is preferred.
