       I.            CALL TO ORDER

Chairman Spychalski called the meeting to order at 4:02 p.m.

    II.            PUBLIC COMMENT

There was no public comment

 III.            OLD BUSINESS

A.    Sinkhole Remediation

Louwana Oliva reported that following the September meeting at which the Board had approved the awarding of a contract for sinkhole remediation pending FTA approval, the FTA had determined that because the bids had exceeded the $100,000.00 procurement threshold, despite prior independent cost estimates that projected the project would bid at less than that amount, a number of federally required bid forms were now necessary and could not be provided to the bidders after the fact.  As a result, all the bids had to be thrown out, and the project rebid.


Louwana went on to report that on Friday, September 27, the bid packages were reissued to the prior bidders with additional forms for Buy America, the Clean Air and Water Act, lobbying disclosure, and dispute resolution.  The bids required a base bid, and three alternate bids that represented cost additions or reductions for project stakeout, the use and testing of a different type of topsoil for the bottom of the sinkhole, and for slope stabilization.  



Louwana stated that the three bids received from Glenn O. Hawbaker, R.C. Bowman, and HRI were opened on Tuesday, October 1, 2013.  All three bids were considered responsive.  The lowest bidder is Glenn O. Hawbaker at a cost of $111,673. 

In addition, because the project will be completed in November and grass germination is doubtful, alternate bid number three for slope stabilization will be accepted at a cost of $1,500.  Glenn O. Hawbaker was the lowest bidder when combining the base bid and slope alternate for a total cost of $113,173.  A bid summary spreadsheet was provided.


Louwana further reported that bid alternate number one for project stakeout will be conducted by CDM Smith and PennTerra Engineering at no cost to CATA, and bid alternate number two for soil testing will not be implemented.  CATA will be responsible for reseeding in the project area in the spring.


Chairman Spychalski entertained a motion to authorize the General Manager to award a contract to the lowest bidder, Glenn O. Hawbaker, for a base amount of $111,673, and accepting bid alternate number three for slope stabilization at $1,500, with the understanding that as the work progresses additional costs may be incurred at a unit cost listed in the bids.  Tom Kurtz moved and Tammy Gentzel seconded.  The motion carried unanimously.  It should be noted that Joe Davidson cast his vote over the phone.


 IV.            ADJOURNMENT

            Chairman Spychalski declared the meeting adjourned at 4:15 p.m.
