I. CALL TO ORDER
Chairman Spychalski called the meeting to order at 3:03 p.m.

There was no public comment.
III. OLD BUSINESS
Exterior Bus Wrap Advertising Trial Program
Eric Bernier reported that at the CATA board work session on January 15, 2015, discussion had been held on the incorporation of exterior bus wrap advertising as a permanent part of the CATA advertising program. In order to provide several of the authority’s municipal partners with an opportunity to address our request for feedback at their respective meetings, some of which were not scheduled until after CATA’s monthly meeting on January 27, 2015, action on any recommendation regarding the program was postponed at the January 15 meeting. Today’s special meeting was scheduled to follow the last of the township meetings.
Eric Bernier referenced an accompanying memo from Jackie Sheader describing the results of the year long bus wrap trial program. Eric then referenced a memo which provided the feedback offered by the following funding partners: Bellefonte and State College Boroughs and College, Ferguson, Harris, Patton townships and several members of the public.
Following discussion, Chairman Spychalski entertained a motion to approve the inclusion of exterior bus wrap advertising as a permanent part of the CATA advertising program, effective May 31, 2015; and that as of July 1, 2015 additional buses be designated as available for full bus wraps, with the allocation of buses to be determined by the board; and in conjunction with the program all practical and reasonable methods be utilized to preserve, as much as possible, CATA’s brand identify. Tammy Gentzel moved and Joe Davidson seconded. The motion carried unanimously.
Discussion was held on the number of buses to allocate for FY 2015/16. Chairman Spychalski entertained a motion to approve the inclusion of a maximum of 12 buses for exterior bus wraps in the bus advertising RFP. Tom Kurtz moved and Joe Davidson seconded. The motion carried unanimously.
Jaime Miller, newly appointed to the position of Procurement Specialist, was introduced to the board.
Chairman Spychalski adjourned the meeting at 3:43p.m.
