I. CALL TO ORDER
The meeting was called to order by Chairman Spychalski at 4:15 pm.
II. PUBLIC COMMENT
Chairman Spychalski asked for comments - none were offered from the four persons in the audience.
III. OLD BUSINESS
Bargaining Agreement with AFSCME Council 83 and Local 1203-B
Chairman Spychalski asked Hugh Mose to provide background regarding the Collective Bargaining Agreement. Mr. Mose stated that CATA Management and AFSCME Local 1203-B had begun collective bargaining at the beginning of the year, expecting that a new agreement could be reached before the old one expired on February 28, 2005. After a series of bargaining sessions, Management placed a final offer before the Union on February 25. Unfortunately, the AFSCME membership voted not to ratify the package.
Since then, the parties have been working informally "away from the table" in an effort to determine what changes to Management's proposal might be needed to gain acceptance by the Union rank-and-file. These informal communications led to a revised final offer that management formally presented to the Union on June 21. On July 10th, the AFSCME membership voted 34-18 to ratify this agreement.
Mr. Mose then suggested that either before the Board takes action, or at the conclusion of the meeting, it might be appropriate to recess to Executive Session to discuss the particulars of the final package. Mr. Mose noted, however, that the provisions of the proposed contract had already been discussed fully with the Board on several occasions. Chairman Spychalski asked if anyone wished to move to Executive Session; no one requested to do so.
Chairman Spychalski called for a motion. It was moved by Richard Kipp and seconded by Gary Powers, that the Board approve a new collective bargaining agreement between the Centre Area Transportation Authority and the American Federation of State, County and Municipal Employees, Council 83 and Local 1203-B, for the period March 1, 2005 - February 29, 2008, and authorize the Chairman and General Manager to execute the contract on the Board's behalf. After brief discussion, Chairman Spychalski called for a vote, and the motion passed unanimously.
Chairman Spychalski and the other Board members expressed their appreciation to the staff for bringing the contract negotiations to a successful conclusion. Jim Chiaverini, President of AFSCME Local 1203-B, requested permission to address the Board, and expressed his thanks to the Board for approving what he considers to be a fair contract for both parties.
There being no further business Chairman Spychalski adjourned the meeting at 4:25 pm.
